1 1/2 cups fine wheat
1 kilo ground meat
2 onions, finely chopped
3 teaspoons cumin
2 teaspoons salt
1 teaspoon pepper
1/3 cups pine nuts
1 teaspoon salt
1 teaspoon baharat
1 teaspoon cinnamon
oil , for frying
parsley , chopped for garnish

Soak the wheat in a deep bowl with water for 15 minutes, drain the water, and dry well with a paper towel.
In another bowl, mix 750 grams of ground meat, 1 onion, cumin, salt, and pepper, then add the wheat.
Process the mixture in a food processor until you get a very fine dough.
To make the filling, heat 2 tablespoons of oil in a pan and add 250 grams of ground meat, 1 onion, allspice, cinnamon, and pine nuts.
Let the filling cool so that you can shape the Kibbeh by hand.
Take a small ball of wheat dough and use your thumb to make a hole for the filling.
Place a tablespoon of filling and close the dough to resemble the Kibbeh in the photograph.
Shape all the kibbeh and place them on a plate ready to be fried.
In a hot pan over medium heat, heat the oil for frying and fry all the kibbeh in batches until golden brown.
Dry them well with paper towels to remove excess fat.
