In a saucepan, sauté the finely chopped onion, garlic, celery, carrot, and shallot in butter. Let them cook for 5 minutes and season with salt, pepper, and Worcestershire sauce. Add 1/3 cup of ketchup and let it cook for 1 minute, stirring.
In another bowl, mix the vegetables with the meat, breadcrumbs, eggs, and parsley. Place in a greased loaf pan and top with the remaining ketchup.
Bake for one hour or until the meat thermometer registers 155 F.
