Cook the meat in a pot with water and lard for 45 minutes or until the water evaporates and the meat is slightly browned. Set aside.
Grind the spices with the chiles, vinegar, and garlic, then incorporate this mixture into the meat and cook. Season with salt and cook until the meat is very tender and can be easily shredded. Serve in tacos and accompany to taste.
