Mix the ground beef, onion, garlic, tomato, carrot, potato, celery, ketchup, Worcestershire sauce, and mustard in a bowl, season with salt and pepper. Mix well and spray oil in a cupcake mold, then add the meatloaf mixture.
Bake at 200 °C for 10 minutes
Mix the water, salt, and butter in a bowl; when all ingredients are incorporated, add the potato and cold milk. Place in a piping bag with a star tip and set aside.
Place the meatloaf cupcakes on a board, decorate with the mashed potatoes and a parsley leaf.
