Preheat the oven to 180 degrees Celsius.
Grease a 20 cm square baking pan.
In a bowl, mix the flour, cocoa, baking powder, and salt.
In another bowl, use an electric mixer to beat the sugar, butter, and vanilla. Add the eggs and continue mixing. Add the flour mixture and beat for 2-3 more minutes.
Pour the batter into the pan and bake for 25-30 minutes or until a toothpick inserted comes out slightly sticky. Remove from the oven.
Melt the white chocolate using a double boiler and mix with the heavy cream. Using a spatula, pour the chocolate over the brownies and use the spatula to smooth the mixture. Refrigerate for 10 minutes.
Remove the brownies from the refrigerator and cut into squares.
