Mix the flour, cocoa, baking powder, and salt in a bowl.
With an electric mixer on medium-high speed, beat the butter and 1 cup of sugar until fluffy and light.
Add the eggs one at a time.
Add the vanilla extract.
Reduce the mixer speed to low, and add the flour in two parts, alternating with the sour cream, starting and ending with flour.
Pour the mixture into the greased cake pan and bake for 30-35 minutes.
Let cool for 10 minutes and unmold.
Prepare the frosting: put the heavy cream in a saucepan and bring to a boil. Place the chocolate in a medium bowl. When the cream boils, pour it over the chocolate and stir. Let it thicken for 2-3 minutes.
Place the cake on a wire rack and cover with chocolate frosting.
Serve the chocolate with whipped cream.
