In a bowl, sift all the dry ingredients (flour, sugar, cocoa, baking soda, baking powder).
In another bowl, mix the liquid ingredients: oil, milk, eggs.
In the mixer, combine the two previous mixtures until a homogeneous consistency is achieved, then add the boiling water without stopping mixing.
Preheat the oven to 180°. Grease and flour a baking pan, pour in the batter, and bake for approximately 1 hour or until a toothpick comes out clean.
For the filling, place the margarine in a mixer and gradually add the powdered sugar, finally adding the vanilla and milk until the desired consistency is achieved.
Let the cake cool and slice it in half to create two layers, fill and cover with the filling mixture.
