Put the milk in a saucepan and heat it to boiling point. Then whisk the egg yolks with the sugar.

Heat the cream over low heat, stirring constantly, for 3 minutes or until it thickens enough to coat the back of a spoon. Remove from heat and let it cool.
In a bowl, dissolve the tea in the hot water, pour it over the cooled cream, and stir well. Fold in the whipped cream.
Place the mixture in the freezer for 2 hours. Take it out and whisk it with a fork to break up any ice crystals that have formed. Return it to the freezer and leave it for another 2 hours. Whisk it again, put it back in the freezer, and let it sit overnight or until it has solidified.
