In a pot, combine the lemon juice and sugar. Add the powdered gelatin, let it soften for 1 minute. Heat over medium heat for 3 minutes until fully dissolved. Stir in the lemon zest and coloring (optional). Remove from heat and let cool slightly.
Add the condensed milk. Reserve.
Whip the heavy cream until fluffy. Fold it into the lemon and condensed milk mixture with gentle movements.
Pour the mousse into individual cups and refrigerate for a minimum of 1 hour. Serve.
