Dissolve the gelatin in the water and heat it slightly in the microwave until well dissolved, approximately 1 minute.
In a bowl, beat the cream cheese with the half-and-half, evaporated milk, and condensed milk until everything is well combined. You can use an electric mixer or a whisk; the important thing is to integrate the ingredients well.
Add the lemon juice and gelatin and beat for 2 more minutes.
Cover the bottom of the cups with 1 tablespoon of cookies and pour 2-3 tablespoons of the milk and cheese mixture on top. Continue alternating layers until the cups are filled.
Refrigerate for 1 hour or until set.
Decorate with fruit in syrup
