Cream the butter with the sugar, add eggs one by one, the baking powder, vanilla, a pinch of salt, cocoa, and flour. Mix until the dough is homogeneous. Add water and continue beating. Bake in cupcake liners for 22 minutes at 180 degrees.
Using a piping bag, place the Nutella on top of each cupcake and decorate with fondant decorations of your choice; since Easter is coming soon, I decided that bunnies and chicks would be the best option.
