Blend together evaporated milk, condensed milk, rompope, and cinnamon in a blender.
Heat the water or milk to hydrate the gelatin until it is lump-free, with a sponge-like appearance, and blend it into the mixture of the milks and rompope in the blender.
Pour into molds and refrigerate until set.
