3/4 tablespoons cream of tartar, for the royal icing
2 tablespoons water, for the royal icing
1/2 cups bittersweet chocolate, melted

Preheat the oven to 180°C. Grease and flour a cupcake mold.
In a bowl, mix the flour with the baking soda and salt. Set aside.
In another bowl, mix the hot water with the cocoa, sugar, oil, eggs, and vanilla. Beat until combined.
Add the dry ingredients alternating with the sour cream. Mix very well.
Pour into the cupcake mold until ¾ full. Bake for about 20 minutes, cool, and unmold.
Whip the heavy cream until stiff peaks form. Place in a piping bag with a plain tip and refrigerate.
For the royal icing, in a bowl, mix the powdered sugar with the cream of tartar and water until the desired consistency is achieved. Place in a piping bag with a plain tip and set aside.
Fill the cupcakes from the bottom with the whipped cream. Cover the surface with melted chocolate and decorate with the royal icing. Refrigerate for 5 minutes or let dry.
