For the milk gelatin, in a bowl add 1 package of unflavored gelatin with 1/4 cup of cold water, mix and let sit for two minutes. Add 1 cup of boiling water while stirring constantly until incorporated; add the condensed milk and mix.
For the chocolate gelatin, heat 1 cup of water until boiling, add the chocolate gelatin and mix until fully incorporated.
In star-shaped molds, pour the condensed milk gelatin until half of each mold, refrigerate for 30 minutes or until slightly set but not firm (it should stick to your finger when touched).
Pour the chocolate gelatin over this and refrigerate until slightly set.
For the crust, heat the milk and add the gelatin until it dissolves; remove from heat and add the cookies until achieving a dough-like consistency. Refrigerate for up to 5 minutes and cover each gelatin with this mixture.
Refrigerate until the gelatin is fully set.
Unmold and decorate with cocoa.
