For the dough: Combine flour, 3 tablespoons of sugar, 1/8 teaspoon of salt, and baking powder in a food processor. Pulse 3 times and grind to a fine powder.
Cut half a stick of butter into 5 pieces, add to the food processor, and grind until there are no big chunks of butter left, for about 15 seconds.
Add one egg and pulse about 10 times until dough can be shaped into a ball.
Ball the dough using your hands, wrap in plastic, and refrigerate for 1 hour.
Preheat oven to 356 °F.
For the filling: In a saucepan over low heat, bring honey and sugar to a boil without stirring until sugar dissolves. Remove from heat. Add butter and let melt.
In a bowl, beat eggs, rum, and salt. Add the butter and sugar mixture making sure not to mix too much. Cool.
Remove dough from the refrigerator. Using a rolling pin, roll out dough to an 11.8-inch circle. Place in a previously greased small pie pan. Tuck dough in.
Cut excess dough from the sides. Spread pecans evenly inside pie crust. Pour filling over the pecans.
Using a fork, press down on the pecans to make sure they are covered. Bake for 35 minutes until filling is firm. Serve pecan pie either cold or warm.
