For the dough, in a bowl mix the flour with the butter, sugar, milk, salt, and zest until a dough forms. Chill in the refrigerator for 20 minutes. Roll out on a floured surface and cover a 24 cm diameter tart pan. Refrigerate.
For the filling: In a bowl, beat the butter with the sugar until pale, add the eggs one by one, the orange juice, and gradually the flours and baking powder.
Place the pears on the tart base, pour the previous mixture, add the almonds, and bake for 35 to 40 minutes or until the tart is cooked. Cool.
Refrigerate the tart for 1 hour, decorate with powdered sugar and almonds.
