Preheat the oven to 170° C. For the dough, in a bowl mix the flour with the butter, sugar, milk, salt, and zest until a dough forms. Chill in the refrigerator for 20 minutes. Roll out on a floured surface and cover a 24 cm diameter tart pan. Refrigerate.
