In a saucepan, mix the sugar and gelatin. Add the egg yolks and milk. Cook and stir over medium heat until the gelatin dissolves and the mixture starts to bubble.
Remove from heat. Stir in the pumpkin, ginger, and vanilla. Transfer the mixture to a large bowl. Let cool for about 20 minutes.
Pour the mixture into six small ceramic cups. Cover and refrigerate for 5 hours or until firm.
To serve, top each portion with half a ginger cookie.
