In a cup of hibiscus water, dissolve two tablespoons of gelatin and heat it in a double boiler until it boils.
Mix it with the milk and stir vigorously until well combined.
Pour the mixture to fill half of the capacity of a greased mold, and refrigerate until set.
In another cup of hibiscus water, dissolve the remaining gelatin and heat it in a double boiler until it boils. Remove from heat, add the rest of the hibiscus water, and sweeten to your liking.
With an absorbent paper, dry the surface of the set milk gelatin, pour in the hibiscus water, and refrigerate until set.
