In a deep bowl, mix the flour, baking powder, and salt.
In another deep bowl with an electric mixer, beat the sugar and butter until you get a fluffy mixture. Add the vanilla and eggs and continue beating.
Add the flour mixture and beat slowly until fully incorporated. With your hands, form 3 balls with the dough, cover with plastic wrap, and refrigerate for at least 1 hour.
Preheat the oven to 150 degrees Celsius. Remove the dough from the refrigerator and let it sit for 10 minutes.
With a rolling pin, flatten each circle between two sheets of plastic wrap to prevent sticking. Remove the plastic and use a snowflake-shaped cookie cutter to cut out the cookies, place the cookies on a baking sheet lined with plastic wrap and freeze for 15 minutes or until frozen.
Prepare another baking sheet by greasing it with vegetable spray and place the cookies on it. Bake for 15 minutes or until lightly golden. Remove from the oven.
Allow the cookies to cool on a rack.
Make the frosting by combining all the ingredients and whisking with a balloon whisk. Divide into two batches and add 1 drop of blue food coloring to one batch.
Decorate the cookies with the frosting and serve.
