Preheat the oven to 180 degrees with the rack in the middle.
In a medium bowl, mix the flour, baking powder, salt, and cream of tartar.
Using an electric mixer, beat the butter with 1 1/2 cups of sugar on medium speed until fluffy and light yellow, about 3 minutes.
With a spatula, scrape down any mixture stuck to the sides.
Beat the eggs with the sugar mixture gradually until well combined, about 2 minutes.
With the mixer on low speed, gradually add the flour mixture until incorporated, about 30 seconds.
In another small bowl, mix the cinnamon with the remaining 1/4 cup of sugar.
With a spoon, scoop tablespoons of the prepared dough and coat with the sugar and cinnamon mixture.
Place the coated dough balls on a greased baking sheet, spaced at least 8 cm apart.
Continue making dough balls and rolling them in the cinnamon mixture until finished.
Bake until the edges are golden and the centers are still soft, about 15-18 minutes.
Let the cookies cool for 1 minute on the baking sheet. Then transfer them to a wire rack to cool.
Enjoy with coffee, tea, or a glass of milk.
