Combine the sugar, cornstarch, and cinnamon sticks in a medium saucepan. Gradually add the evaporated milk. Cook over medium heat, stirring constantly until the mixture begins to boil and thickens slightly. Remove the saucepan from the heat and take out the cinnamon sticks; add the vanilla extract. Refrigerate for two hours or until the mixture is well chilled.
Arrange the fruits on dessert plates. Pour the sauce over the fruits. Sprinkle with cinnamon if desired.
