Heat the milk in a pot along with the heavy cream and condensed milk, stirring constantly; pour in the rompope and vanilla extract; cook for 5 more minutes. Remove from heat and cool slightly.
Pour the mixture into 8x12 cm plastic bags, filling them up to ¾ of their capacity. Freeze until the mixture solidifies. If desired, you can serve with a little more rompope.
