Drain the pepper and blend part of it with the jocoque, season to taste.
Put a little oil in a saucepan to heat and pass the tortillas to soften.
Soak each tortilla in the jocoque and pepper mixture and place a slice of panela and a few strips of chili inside, roll up and arrange in a baking dish to form the first layer.
Soak the taquitos with a little of the mixture and add some meltable cheese between layers and at the end decorate with strips of pepper and meltable cheese.
Bake for 20 minutes in an oven at 250 degrees Celsius, or until the cheese is slightly golden.
