In a small bowl, mix the vinegar, chopped mint, and sugar. Let the mixture sit for 30 minutes and strain it through a fine mesh sieve. Place a slice of serrano ham on each skewer and follow with a melon ball. (Melon balls are made with a special scoop.) Repeat this step with the remaining skewers. Arrange them in cups and set the vinaigrette aside for everyone to dip.
