In a large skillet, heat the oil over low heat. Add the onions, salt, pepper, sugar, and herbs. Stir and let cook for 45 minutes to an hour until the onions are caramelized. Stir occasionally to prevent burning.
Preheat the oven to 475F (250 C).
Roll out the pizza dough to a thickness of 2/3 cm. Use a cookie cutter to cut out 24 circles. Place the cut dough on a baking sheet. Put a bit of caramelized onion on each circle, then a bit of goat cheese. Bake until golden and bubbling, about 10 minutes.
While the pizzas are still hot, place a piece of prosciutto on top. Arrange them on a serving platter and garnish with sprigs of parsley or rosemary.
