Mix the oil, lemon juice, and lemon zest in a medium bowl. Place the prosciutto with a 2-centimeter gap between each and spread with goat cheese. Place figs on top of the cheese and the lemon mixture above. Add salt and pepper. Then place 6 arugula leaves on top of each slice of prosciutto.
Starting at the end of the prosciutto, roll the prosciutto and cut the rolls in half. Place toothpicks in each roll and serve.
