Chop the onion very finely and sauté in butter until translucent.
Add the flour and mix until it forms a paste.
Add the milk and allow the mixture to thicken.
Remove from heat, add the turkey, salt, and pepper, and mix well. Allow to cool for at least 30 minutes.
Place the 2 beaten eggs on one plate, the breadcrumbs on another plate, and the flour on another plate.
With a spoon, take a portion of the ham mixture and shape it into a croquette with your hands. Roll the croquette in flour, then in egg, and finally in breadcrumbs, and place on a tray. Repeat with the entire mixture.
Heat vegetable oil to fry the croquettes. Fry the croquettes until golden brown. Place them on a plate with paper towels to absorb any excess oil.
