Heat coconut oil in a pan and fry the onion until golden. Set the onions aside and let them dry.
In the same pan, with the remaining oil, add garlic, lemongrass, and Thai chili. Sauté until softened, then add the mussels, water, rice wine, and fish sauce.
Increase the heat and mix to combine all ingredients. Cover with a lid and let cook for 6-8 minutes. Discard any mussels that did not open.
Reduce the heat to medium, and add basil and coconut milk, cooking for one more minute.
Add black pepper to taste and remove the pan from the heat. Serve with lime and toasted bread.
