Mix all the ingredients for the sauce: mayonnaise, sriracha sauce, sugar, and rice vinegar.
Mix the egg with the milk in a deep bowl and set aside.
Mix the flour, panko, salt, pepper, and garlic powder in another deep bowl and set aside.
Wash, peel, and clean the shrimp, making sure to remove the dark intestines.
Bread each shrimp by first dipping it in the flour mixture, then the egg, and then back in the flour. Place on a platter and refrigerate for 20 minutes.
Heat a large skillet with plenty of vegetable oil. Once hot, fry the shrimp until golden (approx. 3 minutes). Remove from the oil and place on paper towels.
Mix the shrimp in the sauce and place on skewers.
Garnish with chopped green onions and serve.
