For the broth: in the oil, sauté the onion, garlic, carrots, and potatoes, add the tomato, and season well; add the water with the broth powder or salt to taste.
Let it simmer covered on low heat for 10 minutes or until the potatoes are cooked.
For the meatballs: Mix the ground shrimp with the dough and the rest of the ingredients, form the balls, and place them in the broth; let it boil until cooked.
Serve very hot.
