In a pan over low heat, melt the butter and cook the onion until translucent. Add the celery and cook for a few minutes. Add the flour and cook for 3 minutes.
Add the milk and cook until thickened, about 5 minutes. Season with salt and pepper. Freeze the mixture for 15 minutes.
In a bowl, combine the milk mixture, tuna, and finely chopped parsley. Shape into croquettes and coat by passing through flour, egg, and breadcrumbs.
Heat the oil over high heat in a small pot or deep pan and fry the croquettes. Drain on paper towels and serve.
