Blend the pancake mix, milk, egg, and butter. Set aside.
Add the oil to a pot and fry the onion and tomato for 5 minutes. Then, add the carrot and ground beef, cook for 5 more minutes, and season with salt and pepper. Pour in the tomato broth and peas and cook for 5 minutes or until the liquid reduces. Set the picadillo aside.
Grease a cupcake mold with butter and flour. Pour a bit of the pancake mixture, add some picadillo, and finally, a potato face on top of each pancake. Finally, spray with cooking oil and bake the picadillo pancakes at 180 °C for 30 minutes.
Serve the picadillo pancakes on a board and accompany with tomato sauce.
