Preheat the oven to 200 °C. Line a baking sheet with parchment paper and spray with cooking spray.
Rinse the quinoa and remove excess moisture.
Cook the quinoa with 2 teaspoons of olive oil in a medium pot, once it boils reduce the heat to medium-low and let the remaining water evaporate. You will know the quinoa is ready when the water has evaporated and the quinoa seeds have a little white thread visible. Let it cool for 10 minutes.
In a bowl, mix the 2 eggs with 1 teaspoon of olive oil, garlic salt, oregano, basil, and baking powder. Mix until everything is combined.
Add the cheese to the quinoa and the previous mixture.
Spread a uniform layer of the mixture on the baking sheet, it should be 1/2 cm thick.
Bake for 18 to 20 minutes, until the edges start to brown. Pour the sauce and more cheese, return to the oven until the cheese melts.
