For the sauce, blend the tomatoes with the onion, garlic, and water.
Heat the oil over medium heat, using a strainer, pour in the tomato sauce, season with bay leaf, salt, and pepper, cook for 10 minutes or until thickened and set aside.
Place the cauliflower in a microwave-safe bowl and cover with non-stick plastic wrap, microwave for 10 minutes. Let cool and set aside.
Mash the cauliflower, add the onion, cheese, egg, and breadcrumbs, using a spoon to mix all the ingredients together.
Using your hands, form the patties, coat with flour, and set aside.
Whisk the egg whites with a pinch of salt until they are stiff.
Add the egg yolks one at a time and beat for 1 minute, without over-beating, just to combine.
Dip the previously floured patties in the egg mixture and fry in hot oil until golden brown. Drain on paper towels.
Serve the patties hot and drizzle with the tomato sauce.
