For the sauce, blend the guajillo pepper, carrot, onion, cumin, vinegar, lemon, salt, sugar, and vegetable broth for 3 minutes. Set aside.
Heat a skillet over medium heat, melt the butter, and add the onion, garlic, and bell pepper, sauté for 5 minutes, add the beans, rice, 2 tablespoons of the sauce you made, and cilantro, cook for 3 more minutes.
For the egg, heat a skillet over medium heat, add oil, and fry the egg for 3 minutes.
Serve the rice on a plate, top with slices of plantain, tomato, and place the fried egg on top.
