Mix the milk, salt, pepper, garlic, and onion in a bowl until fully integrated, then submerge the meat and let it marinate for 30 minutes.
Heat the oil in a saucepan over medium heat and cook the onion for 4 minutes, then add the tomato and chiles and cook for 5 more minutes.
For the sauce: cook the tomatoes in a pot with water over medium heat for 5 minutes or until cooked. Then, blend the tomato with the onion, garlic, and beer at medium speed.
Heat the oil in a skillet over medium heat and cook the meat until done (about 6 minutes), then add the sauce, the preparation from step 2, the potatoes, salt, and pepper; stir well to integrate all the ingredients. Cook the steaks for 10 minutes, or until they boil.
Serve the ranch steaks on a large plate and accompany with refried beans, avocado, and tortillas.
