In a skillet, heat the oil over medium heat and cook the onion, garlic, bell pepper, tomato, and corn for about 10 minutes.
Add the ground beef, season with salt and pepper, and cook until browned, then add chili powder, paprika, cumin, sugar, thyme, and tomato puree. Cook for about 10 more minutes.
Add the black beans, beef broth, and cook for 40 minutes on low heat. Adjust seasoning.
Trim the tortillas with a knife so they fit well in the baking dish and fry in hot oil until golden. Drain on paper towels.
In a baking dish, layer tortillas and add some meat, cheeses, and repeat the process until the dish is filled.
Bake for 15 minutes or until the cheeses are completely melted. Serve.
