Steam the broccoli florets for 5 minutes. Set aside.
In a skillet over low heat, melt the butter, add the garlic, carrot, and basil; when it releases its aroma (about 2 min), add the cream, blue cheese, and cream cheese. Stir slowly until the cheeses have melted and a homogeneous mixture is obtained.
Season with salt and pepper to taste. Add cayenne pepper. Turn off the heat.
Cook the pasta as instructed on the package. Drain.
Serve the pasta along with the broccoli and drizzle with the cheese sauce.
