Bring about 3 cups of salted water to a boil in a small pot.
While the water is boiling, wash the spinach and divide it into two equal parts.
When the water is boiling, add the pasta to the pot, leave on low heat for 7 to 10 minutes until al dente (soft but firm).
While the pasta is cooking, preheat the oven to 75°C to warm it up.
Put in the blender: garlic powder, pepper goat cheese, salt, half of the spinach, and milk. Blend on low speed until smooth and creamy. Set aside.
Place the other half of the spinach in the serving dish for the pasta. Put it in the oven for about five minutes to keep it warm.
Drain the pasta and place it on top of the spinach in the dish, mix. Gradually pour the sauce from the blender until the pasta and spinach are coated.
Usually, the sauce is enough, but you can season the pasta with salt and pepper to taste.
Sprinkle the grated cheese and serve.
