In a large pot, heat water over high heat and when it boils, add the pasta and cook for 12 minutes or until al dente. Drain and set aside.
In a blender, grind the chiles until you obtain a fine powder.
In a skillet, heat the oil and sauté the garlic. Add the chili powder and immediately the shrimp. Cook until the shrimp change color and are cooked through.
Add the pasta to the shrimp mixture and fry for a few minutes. Incorporate the tomato puree, cook for 5 minutes, and season.
Add the chopped parsley.
