Boil the pasta in salted water; when al dente or well-cooked, drain.
Place the olive oil in a hot pot and sauté the garlic; for fresh garlic, cook until golden. Add the pasta. For garlic powder, add the pasta and sprinkle the garlic.
Add the chili, either chopped or as seeds, and the chopped parsley. Season with salt and pepper to taste and serve.
Sprinkle the parmesan cheese.
