Melt the butter in a skillet and gradually incorporate the flour. Mix the preparation to avoid lumps.
In a mortar, place the garlic cloves, pepper, and salt. Crush until you obtain a paste. Gradually add the olive oil, continue crushing.
Pour this preparation over the flour. Serve in a bowl.
