Wash the rice, place it in a container with hot water, and let it soak for 15 minutes. Drain it and cook it in two cups of water over very low heat so it doesn't break apart.
When it is cooked, add the milk, sugar, and rompope; mix gently. Cook over low heat until it thickens; stir frequently but carefully to avoid beating it.
Remove from heat, let cool to room temperature, and serve.
