To make the broth, place the first seven ingredients in a pot with 5 cups of water. Boil and simmer for 30 minutes. Strain and season.
In a large pot, add oil, cook the onion and celery, cover and let it be until they are slightly golden. Add the cabbage and the previous broth, season with salt and pepper. Cook over medium heat for 30 minutes. Then add the rice and cook for another 15 to 20 minutes. If it's too dry, you can add a bit more water; it should have the consistency of a risotto.
Add the cheeses and continue cooking for 5 more minutes. Remove from heat and let it rest for 5 minutes before serving.
