In a pot, heat oil and add the meat until it starts to brown, about 3 or 4 minutes. Add onions and cook for 8 minutes. Add vinegar and let it reduce for 2 minutes. Add flour and cook, stirring, for 1 minute over medium heat, then add paprika and tomato puree, bell pepper, and cook for 2 or 3 minutes.
Add the spices, salt, pepper, and broth, and boil until the meat is tender, about 30 minutes.
Add the potatoes and cook for 20 minutes.
Adjust the salt and add water if necessary to achieve the desired consistency. Serve in deep plates and garnish with chopped chives.
