In a bowl combine flour, sugar, cocoa, baking powder, baking soda, and salt. Mix on low speed with the mixer.
Add milk, butter, and vanilla. Beat with a mixer on low speed, then beat for 2 minutes on medium speed, add egg and beat for 2 more minutes. Pour into a greased and floured 22 cm round mold.
Bake at 180 °C for 30 to 35 minutes. Remove from the oven and cool on a wire rack for 10 minutes. Remove from the pan and let cool completely.
To make the frosting: melt chocolate and butter over low heat, remove from heat and add powdered sugar and hot water, stirring constantly. If necessary, add more water to achieve frosting consistency
Frost the cake and let it drip down the sides to cover it completely.
