Mix the dry ingredients by sifting: sugar, flour, cocoa, salt, and baking soda.
In another bowl, mix the wet ingredients: water, oil, vinegar, and vanilla.
Mix the wet ingredients with the dry ones until homogeneous.
Grease and flour several small molds or one large one.
Bake for 25 minutes or until a toothpick inserted comes out clean.
For the frosting: Melt the butter together with the dark chocolate.
Mix the powdered sugar, vanilla, and whipping cream.
Add the melted chocolate with the butter and mix with the other ingredients until achieving the desired consistency.
Once the cake is cool, unmold and cover with the frosting. Decorate with chocolate bars either whole or in pieces and top with the colorful candied chocolates.
