In a food processor combine the salmon, cream cheese, mayonnaise, lemon juice, and pepper. Process until you have a uniform mixture.
Put the mixture in a deep bowl and combine with the chives. Pour into a rectangular baking dish (in the shape of a pate), and if it will not serve it immediately refrigerate.
