Add the 3 cups of water and the powdered broth. Dice the bell peppers. Adjust the salt. Cover the pot and lower the heat, cooking for about 20 minutes or until the water is absorbed.
Uncover the pot and add the peas, stirring a bit so that the rice becomes very loose. Cover and let rest for 5 minutes.
